'Атлас історії української державності' є унікальним твором в українській історичній картографії та має власний новаторський підхід. Історія України розглядається в ньому у контексті державності. Таким чином, видання містить інформацію про понад 70 держав та державних утворень, розміщених у хронологічному порядку, які існували на території України з прадавніх часів до сьогодення. Слід зазначити, що не всі вони повною мірою відповідають критерію суверенності.

Наприклад, українські козацькі держави, особливо після ліквідації Запорожжя у 1775 р., не були повністю суверенними, визнаючи протекторат інших держав. Ще менше даному критерію відповідають давні держави IV-ІХ ст. (племінні союзи) та повстанські республіки першої половини ХХ ст. Подані в Атласі також і квазідержави (радянські маріонеткові республіки), до створення яких український етнос мав незначне відношення. Проте ці державні утворення були у певний історичний період репрезентантами України. Тому вони розглядаються у контексті української державності.
