Nace  en la vecina localidad de Chipiona en el año 1959, a los dos años de edad se traslada con su familia a Sanlúcar de Barrameda, donde en la actualidad sigue residiendo y  regentando su estudio de pintura, es hijo y discípulo del ya desgraciadamente desaparecido Manuel Ventura Millan  Rodriguez, Zoilo  es el máximo exponente de la escuela pictórica de los  Millanes, fundada por su padre, mencionar también a su  hermano desaparecido Manuel  Millan Ortega, gran pintor  que ha dejado huella en el mundo del arte, pero la escuela de los Millanes sigue viva y en todo su esplendor en la mano de Zoilo Millan.

Zoilo Millán crea unos ambientes hogareños, patios andaluces principalmente, donde el color y las formas deben luchar denodadamente para sobrevivir ante el antagonismo de la luz destellante y la penumbra creada por las paredes. El equilibrio exquisito de las luces y sombras da a sus cuadros una perspectiva peculiar, creando un cierto sentido familiar al ámbito escogido.

Zoilo Millán es realista, más afirmativo. Su temática recoge lugares y gentes. Es como una crónica ambiental en un marco cierto en el que la arquitectura tiene mucho que decir porque es ámbito humano. Paisajes rurales pueblos de la baja Andalucía; ventanas abiertas, con macetas en flor; escaleras y más macetas. Porque es pintura primaveral en cuanto toda ella es brote de esperanza. Son trazos simples que se llenan de notas, es una obra madura, realizada con inteligencia.
